	<description>Children’s Law Center (CLC) provides free legal services to Minnesota youth in foster care. With the help of volunteer attorneys, CLC provides legal services to approximately 400 Minnesota foster children every year. Foster children have the right to have quality representation, and to have a voice when judges and court workers are making decisions about their lives. In addition to its direct representation work, CLC engages in systemic reform benefiting all of Minnesota’s foster children, and develops educational programming and materials for people involved in the child protection system and for homeless/at risk youth.</description>

Train to be an advocate for abused and neglected children. CLC needs more volunteer attorneys! With 76 MORE kids represented by CLC in 2011 than in 2010, we expect our need for additional volunteer attorneys to keep right on growing in 2012. 			<content:encoded><![CDATA[<h3 style="text-align: justify;">Congratulations to Alan Maclin and Tom Fraser!</h3>
<p style="text-align: justify;">Tom and Alan were named among Minnesota Lawyer 2011 Lawyers of the Year.  Alan Maclin of Briggs &amp; Morgan is a CLC volunteer and current President of its Board of Directors.  Tom Fraser of Fredrikson &amp; Byron is also a CLC volunteer and past president of its Board of Directors.  The gentlemen were recognized at the Minnesota Lawyer 2011 Lawyer of the Year Awards Ceremony on February 23, 2012.</p>
<h3 style="text-align: justify;">CLC Welcomes Ann Marie Harahan to its Board of Directors</h3>
<p style="text-align: justify;">Ann Marie is the Vice President and Associate General Counsel for 3M Company. Ann Marie has been a CLC volunteer attorney since 2004, and in that time she has represented seven foster care youth. She was recognized as a CLC <a href="http://clcmn.us2.list-manage1.com/track/click?u=56479779f6bf13d92beb322be&amp;id=3364748be0&amp;e=745055d635" target="_blank">Volunteer of the Month</a> in May 2010, after she won a historic victory for one of her foster care youth at the Minnesota Court of Appeals. 			<content:encoded><![CDATA[<p style="text-align: justify;">CLC provides direct representation for foster care youth in Minnesota.  It currently represents 408 foster children in Ramsey, Hennepin, Anoka, Washington, Isanti, Dakota and Stearns Counties.  While CLC has been dedicated to representing this population of vulnerable children, it understands that there are hundreds of at-risk and homeless youth who also benefit from the work done by CLC.</p>
<p style="text-align: justify;">One of the most at-risk populations is homeless youth.  Wilder Foundation’s report on homeless youth in 2009 showed that a “single night count of homeless youth ages 12-21 was 1,268, a 46 percent increase from 2006.  Because 64 percent of these homeless youth experienced a placement such as a foster home, group home, detention facility, or treatment center it is imperative that CLC work with other groups to improve foster care and at-risk youth outcomes.</p>
<p style="text-align: justify;">All homeless/displaced or at-risk youth need to be protected.  These youth are most often not in the child protection system either because they do not want to be, or because they have been rejected through the county’s intake process.  Many children choose not to be in protection because they do not trust “the system” as previous interaction has betrayed them, or they were further traumatized by adverse outcomes while in protective custody.</p>
<p style="text-align: justify;">For those who have been rejected, the evaluation report by the Minnesota Office of the Legislative Auditor “found factors that may have contributed to variations in agency screening decisions, including vague state law, varying agency perception of risk, and differences in the information agencies consider when making decisions”.  In the report, 83 respondents (county intake workers) were given a basic vignette of a mother of two who allows a sex offender to stay in the home.  Over eighty percent of the respondents would not have taken those children into protective custody.</p>
<p style="text-align: justify;">CLC staff met one 15 year old girl at a homeless shelter whose father had beaten her and broken her arm yet was not deemed eligible to be taken into child protection because she was old enough to “self protect”.</p>
<p style="text-align: justify;">CLC has formed strong collaborations with other youth-serving organizations to holistically support all at-risk youth populations.  CLC works with the youth-serving community to address issues facing our youth by providing the “legal link” to the community. CLC provides research and education about the rights of our youth to youth, homeless shelters, legislators, government agencies, counties, courts, school personnel, law enforcement and other youth serving organizations and individuals.</p>
<p style="text-align: justify;">With your support, CLC will continue to work within our communities to address all of Minnesota’s at-risk youth populations.</p>

<p style="text-align: justify;">Ankoor is being celebrated in CLC’s Volunteer Spotlight because of his remarkable, compassionate relationships with his clients.  He takes considerable time and care to get to know his clients and earn their trust.</p>
<p style="text-align: justify;">Ankoor takes on complex cases without hesitation.  He is not discouraged by youth who present challenging issues on paper.  Because he understands his clients, he is able to share positive aspects of their lives with the court.  Recently, one of his clients was brought to a routine hearing unnecessarily handcuffed.  Ankoor fought to have the handcuffs removed, ensuring that the youth received the respect he deserved.</p>
<p style="text-align: justify;">Ankoor is an associate in the firm of Briggs and Morgan and is a member of the Employment, Benefits and Labor Section.  CLC is honored to have Ankoor as a volunteer.</p>

Since 1974 Camp Sunrise has been providing youth from Minneapolis and St. Paul with the opportunity to experience a residential wilderness camp for no cost.  Camp Sunrise is located on the St. Croix River, 60 miles north of the Twin Cities, near Rush City, MN. Camp Sunrise works with YouthCARE’s YouthLEAD program to offer year round program opportunities for youth.  Program activities include:</p>
<p style="padding-left: 60px; text-align: justify;"><strong>Camp Sunrise Summer Program:</strong> A ten-week residential summer camp for 225-250 Minneapolis and St. Paul youth, 13-18 years old.  Youth participate in one week sessions (Crew Week), two week sessions (Veteran Crew) or a 10 week Leadership Training Program (Junior Counselors and Counselors in Training).  Activities include teambuilding and intercultural experiences, outdoor and environmental education, canoeing and camping experience, and service projects that help preserve the St. Croix Scenic Riverway.</p>
<p style="padding-left: 60px; text-align: justify;"><strong>Weekend Camping Trips:</strong> Weekend Camping Trips are conducted at Camp Sunrise throughout the fall, winter and spring, and bring together 10-12 youth per trip.  Activities are planned and facilitated by youth leaders with support from adult staff and volunteers.  Activities include teambuilding, cultural and environmental education workshops, community service projects and outdoor activities such as hiking, cross-country skiing and snow shoeing.  Campers often go on field trips to nearby Wild River State Park and Interstate State Park.</p>
<p style="padding-left: 60px; text-align: justify;"><strong>SAFARIs in the City:</strong> SAFARI in the City activities are conducted in the urban area throughout the fall, winter and spring, with around 8-10 youth per activity.  SAFARIs are designed to foster an appreciation for the outdoors by introducing youth to the wide variety of outdoor activities that are available in and around the Twin Cities metro area.  Activities include rock climbing, mountain biking, rollerblading, ice-skating, and broomball.</p>
<p style="padding-left: 60px; text-align: justify;"><strong>Community Camps:</strong> Camp Sunrise partners with Minneapolis and St. Paul non-profit organizations to provide opportunities for the youth and adults that they serve to have access to the outdoors.  Current partners include the Hmong American Partnership (HAP), Chicanos Latinos Unidos En Servicio (CLUES), and the Institute for Education and Advocacy.  Activities include teambuilding, canoeing, environmental education, weekend camping and youth leadership retreats.</p>

The community benefits, too. Residents see improvements in their parks and recreation areas, and businesses get to draw from a competent, experienced workforce of young people.</p>

<p style="text-align: justify;"><a href="http://friendsofchildren.com/ " target="_blank"><strong>FRIENDS OF CHILDREN FOUNDATION</strong></a> established the Kathleen Blatz Scholarship Fund.  The foundation will annually award a $2,000 college fund to a child living in foster care. If you are a  state ward in Minnesota, there are a number of Minnesota state colleges and universities that you can attend, where your tuition will be waived. Meaning, you won&#8217;t be saddled with an obscene amount of student loans when you graduate! If you are a state ward who is interested in obtaining a tuition waiver to attend college in Minnesota, you should contact your social worker.<strong><br />

<p style="text-align: justify;">Wendy Watson, ARC Greater Twin Cities</p>
<p style="text-align: justify;">Wendy is a long standing CLC volunteer.  She completed her training in 1997 and took her first case in 1998. She usually takes children with significant development disabilities and special needs.  Given her clients’ significant needs,  Wendy ensures that she has all her clients&#8217; relevant assessments and case information, she connects with their special education teachers and resources, and she uses developmentally appropriate language to ensure her clients understand her role.  She has represented 20 CLC clients and currently has three.</p>
<p style="text-align: justify;">Wendy says, <em>“Working with the attorneys and staff at Children’s Law Center has been an invaluable part of my ongoing legal education.  They always provide guidance, training and support with difficult issues.  But the greatest experience is working with the kids and helping them define and articulate the life they want for themselves.  CLC gives them that voice.”</em></p>
<p style="text-align: justify;"> Wendy Watson joined The Arc Greater Twin Cities in 1999 as an Advocate and was promoted to Senior Advocate in 2005.  Her focus is on educational advocacy for children from kindergarten through transition age.</p>
<p style="text-align: justify;">Wendy is a member of the Minnesota State Bar Association, where she is Vice Chair of the Children’s Law Section.  She provides pro bono legal assistance to the Children’s Law Center.   She also serves on the boards of Friends of Children and Metrokids and is a member of the Lutheran Special Education Ministry’s Regional Support Council. In 2010, she was appointed to the Hamline University Board or Trustees.</p>
<p style="text-align: justify;">Prior to joining The Arc, Wendy taught in a developmental achievement center.  She also taught special education in the Anoka-Hennepin School District, where she later became a behavior analyst.  She worked briefly as a family attorney after earning her law degree.</p>
<p style="text-align: justify;">Wendy has a bachelor’s degree in Child Psychology and Communication Disorders from the University of Minnesota, where she graduated magna cum laude.  She received a master’s in Educational Psychology form the University of Minnesota, graduating with honors.  She received a Juris Doctor degree from Hamline University.</p>

<p style="text-align: justify;">Congratulations to Jim Reece, CLC&#8217;s December 2011 Volunteer of the Month. Jim has been a volunteer with CLC for over nine years. Including his three current clients, he has represented a total of fourteen CLC foster clients. Jim also served on CLC’s Board of Directors and Chaired the Development Committee.  A gentle and wise soul, Jim provides effective, quality advocacy for his clients and rarely says no when he is called upon to take on a new case. Jim also recently offered to be a backup volunteer attorney for other CLC volunteer attorneys when they are unable to attend a court hearing. This is a tremendous help to the CLC staff attorneys!</p>
<p style="text-align: justify;">Many of Jim&#8217;s clients have been older teens, so he is constantly brainstorming new ways for CLC to help ease our and his foster clients&#8217; transitions to adulthood, and has helped some of his clients with transitioning skills such as job applications and preparing for job interviews.  In addition to his work with CLC, Jim has worked at legal aid walk-in clinics, spoken to school children about legal issues, served as a formal and informal mentor for college and law school students, and regularly assists people who are unable to hire an attorney.</p>
<p style="text-align: justify;">Jim has showed continued support for his CLC clients even as they become adults themselves. When one of his eighteen year old clients found herself dealing with a charge in criminal matter, and then got herself into even more trouble when she failed to show up in court for her hearing regarding the matter, Jim was able to help her find the resources she needed to ensure that the matter and her failure to attend her hearing did not have a negative impact on her future.</p>
<p style="text-align: justify;">Jim is a partner at Zelle, Hofmann, Voelbel &amp; Mason in Minneapolis.  Jim has assisted individuals and businesses in a wide range of litigation throughout the United States and in Canada, England and Mexico, involving antitrust claims, business disputes, business torts, patents, products liability, mass torts, toxic torts, prescription drugs, medical devices, property catastrophes, insurance coverage, and securities.</p>
